No, as noted elsewhere we have no idea who might be using older 
versions. In general, I support people who are actively involved in 
specific recipes, who are familiar with the user base of the recipe in 
cleaning up recipes (including removing old recipes)

I do not support cleaning up recipes for the sake of "cleaning up".
