That's quite normal, as the standard Mac kernels don't include PC serial port support and there is no Mac serial port emulation in qemu. This means, I think, that the Mac/Mac OS keyboard layout for qemu is broken. It works well on a PC, so it seems that it's a bug in the qemu MacOS X port.
