Alex, Andreas,

here is an implementation for a soft-reset variant that is used
by s390 on kdump. The last patch also wires up the nmi command
to inject a restart interrupt. So there are two methods to trigger
kdump:
- a crash, e.g. via echo c > /proc/sysrq_trigger
- inject-nmi /nmi via virsh/monitor
