This fixes double-definitions in *-user builds when using the UST
tracing backend (which indirectly includes the system's "syscall.h").

Changes in v3
=============

* Fix stray new files in generic target code [Peter Maydell].

Changes in v2
=============

* Fix includes for bsd-user too [Peter Maydell].
