The following vector count trailing zeros instructions are
added from ISA 3.0.
vctzb - Vector Count Trailing Zeros Byte
vctzh - Vector Count Trailing Zeros Halfword
vctzw - Vector Count Trailing Zeros Word
vctzd - Vector Count Trailing Zeros Doubleword
