At present, we still store indicies in TCGArg.

Copy s->nb_globals or s->nb_temps to a local variable for the purposes
of iteration. This should allow the compiler to use low-overhead
looping constructs on some hosts.

Now that we're storing pointers, we don't have to reserve
index 0 to avoid the apperance of a NULL pointer.
