Add userspace and vhost kernel/user support.

Add CLI "ring_packed=true/false" to enable/disable packed ring provision.
Usage:
    -device virtio-net-pci,netdev=xx,mac=xx:xx:xx:xx:xx:xx,ring_packed=false

By default it is provided.
