how different is a plc processor to a pc processor?

a programmable logic controller does nothing except store, compute and 
communicate. it knows almost no peripherals and only a few firmware drivers.
still nobody has ever come up with a decent emulation of the siemens s7 plc.

would it make sense to include programmable logic controllers in the list of 
targets for system emulation?
