By default qemu looks for /etc/qemu-ifup. This can be over ridden using  -n 
<path to network script>.
In either case this script needs to run as root. I use sudo for this.

My /etc/qemu-ifup

#!/bin/sh
sudo /sbin/ifconfig $1 <ip address>

script also needs to be executable.

This is only my understanding of the tun concept, and it works. :)
