Be sure to read the documentation :
qemu-fast can only be used to emulate a linux kernel, this cant work with Windows.

qemu says it cannot configure your RTC to have a better emulation.
Configure it to have a 1024 Hz timer, or like it says :
type 'echo 1024 > /proc/sys/dev/rtc/max-user-freq' as root.
