I was having serious performance issues with Win2000 Guest and the NE2k in
qemu, things like pings of up to 16000ms lost packets, etc. I chased down
the problem and it appears that the following fix resolved the issue on my
system.

Now pings are:

151 packets transmitted, 151 packets received, 0% packet loss
round-trip min/avg/max = 2.207/17.174/195.239 ms
