This is more or less already the case.

You can compile and distribute a kqemu enabled qemu binary w/o needing to
include kqemu in the package.

Compiling from source for kqemu support sans kqemu modules also looks doable
but I haven't tried that.

It can be done. It is their choice to not do it.
