In my experience, WinXP sp2 (32-bit), Win2K sp4 & linux 2.6.20 (gentoo & 
vanilla - both 32-bit and not running X) all idled high - typically between 
40% and 50% host cpu usage.

disclamer: I'm running x86-64 host using unsupported gcc4.
