Package management systems should not have to do with compiling software.

Besides the compile rules can't assume every program is a gnu autoconf
package.  There are some seriously awful build scripts out there.

Having options you can pass even if they are not the "usual" ones,
is better than having to patch the build scripts to do what you want.
