And update the max function number used in struct PCIBus{} to
PCIBUS_MAX_FUNCTIONS = PCI_FUNCTIONS_PER_DEVICE * PCIBUS_MAX_DEVICES
TODO:
according to Avi Kivity, PCIBus.devices[] should be renamed to functions[]
