New command "block_set_hostcache" added for dynamically changing 
host pagecache setting of a block device.

Usage: 
 block_set_hostcache  <device> <option>
   <device> = block device
   <option> = on/off

Example:
 (qemu) block_set_hostcache ide0-hd0 off
