Thanks.

The problem turned out to be slightly more mundane:

  $ grep VIRTIO.CONSOLE /boot/config-3.11.0-3.fc20.armv7hl 
  # CONFIG_VIRTIO_CONSOLE is not set

After switching to a kernel with CONFIG_VIRTIO_CONSOLE=m it works fine ...
