This allows us to build any bundled plugins in the source tree.
Out-of-tree builds can call Makefile.plugins to build in their own
source tree:

  make -f $(QEMU_PATH)/trace/plugins/Makefile.plugins QEMU_SRC=$(QEMU_PATH)
