[PATCH v2] bios-tables-test: Fix "-tpmdev: invalid option"

When configure is run with "--disable-tpm", the bios-tables-test
q35/tis test fails with "-tpmdev: invalid option".

Skip the test if CONFIG_TPM is unset.
