Add a simple test of the CMSDK APB timer, since we're about to do
some refactoring of how it is clocked.

- phrase various clock_step() arguments as calculations
based on tick counts and the ns-per-tick value rather
than just the final numbers
- remove set-but-not-used QTestState *s variable
