[PATCH v6 04/12] block/qcow2-refcount: rename and publish update_refcount_discard()

[Vladimir Sementsov-Ogievskiy <vsementsov@virtuozzo.com>]

Make the function public to be reused later. Make it's name to show
what function does instead of where it is called.
