[PATCH v2 3/4] MAINTAINERS: Split MIPS TCG frontend vs MIPS machines/hardware

Hardware emulated models don't belong to the TCG MAINTAINERS
section. Move them to a new 'Overall MIPS Machines' section
in the 'MIPS Machines' group.
