Changes for v7:
Drop prctl changes (phil).
Fix copyright & license for linux-user/host/*/host-signal.h (thuth).
What's left is all of the changes for accel/tcg, the targets,
and the linux-user changes to match.
This does *not* actually enable user-only unaligned access exceptions
for any target, nor include the tcg/host backend changes, because we
need the changes to prctl to avoid regressing targets.
All patches are reviewed, but posting one more time because of
Thomas' comment re unintentional copyright and LGPL->GPL changes.
