[PATCH 4/5] block/vvfat: Remove pointless check of NDEBUG

Since commit 262a69f428 ("osdep.h: Prohibit disabling
assert() in supported builds") 'NDEBUG' can not be defined,
so '#ifndef NDEBUG' is dead code. Remove it.
