I noticed QEMU only calls ioctl(VHOST_VDPA_SUSPEND) and not
ioctl(VHOST_VDPA_RESUME).

The doc comments in <linux/vdpa.h> don't explain how the device can
leave the suspended state. Can you clarify this?
