[PATCH v2 0/4] target/riscv: Misc header cleanups

As requested by Daniel in [1], these patches are extracted from
my "target/riscv: Allow building without TCG (KVM-only so far)"
series and cleanly rebased onto Alistair's riscv-to-apply.next.
