even though it will used by arm and loongarch later on with respective cpu hotplug series,
it doesn't justify including refactoring without actual user.
(Put yourself in shoes of someone looking at git history and not finding a single user)
I'd suggest to include this patch in both (ARM & Loongson) CPU hotplug series,
this way, whichever is merged 1st will get this patch in without causing conflicts.
