[PATCH v5 4/4] tests: drop OpenBSD tests for aarch64/sbsa-ref

OpenBSD 7.3 we use is EoL. Both 7.4 and 7.5 releases do not work on
anything above Neoverse-N1 due to PAC emulation:

OpenBSD 7.6 is not yet released.
