[PATCH 04/26] scripts/ci: update the gitlab-runner playbook

The upstream install instructions:

  https://docs.gitlab.com/runner/install/linux-repository.html

Now refer to repositories and a setup script. Modernise the playbook
to use the preferred delivery method.
