Pierrick kindly helped me to resolve this issue which ended
being trivial (to him!). Not tested on Windows so far.

Since v1:
- Include Pierrick's meson fix patch (adding Fixes: tag)
- Addressed Thomas review comments (config.py, os.path.join)
