[PATCH v6 60/73] target/arm: Copy EXLOCKEn to EXLOCK on exception to the same EL

Per R_WTXBY, PSTATE.EXLOCK is 0 on an exception to a higher EL,
and copied from EXLOCKEn otherwise.
