Actually it looks like a template config file for certain guest operation systems (like -vga std -net nic,model=ne2k_pci for older Windows version) make sense. These could include all quirks that we find on the way. BTW: Does anyone knows what the problem with Windows95/98 on KVM is? I tried some tracing today, but couldn't find a hint.
