Submodulery is OK.  If you want you can mirror (with wget, not "git 
clone"!) http://repo.or.cz/r/qemu-palcode.git/ on qemu.org and change 
.gitmodules to point to the repo on qemu.org.  This can be done 
separately however.  Blue Swirl did it recently for OpenBIOS, perhaps he 
can do it for the Alpha PAL code too.
