In ppc_spapr_init() just after qemu_find_file() we have:
spapr->rtas_size = load_image_targphys(filename, spapr->rtas_addr, ...);
load_image_targphys() -> rom_add_file_fixed() -> rom_add_file(), where
Rom is initialized.
