On Fedora, it's:

# rpm -q nettle-devel
nettle-devel-3.2-1.fc23.x86_64
# pkg-config --modversion nettle
3.2

I don't use MacOS, so I have no clue how to query your package manager
about what version of a given package is installed, but the pkg-config
command might work.
