You've got to --enable-werror to make it fail, try something like this:
make vm-build-freebsd J=8 TARGET_LIST=x86_64-softmmu \
BUILD_TARGET=check-build DEBUG=1 \
EXTRA_CONFIGURE_OPTS="--enable-werror"
