Because some patches are not good enough to be applied in the mainstream version. Other patches was not applied because the developers that have write permission on CVS didn't have time to analyze them. The TLS patch is yours and it has never been applied. I think this project contributes to QEMU as it groups and updates the patches, making easier to test and apply them to the mainstream.
