Are you referring to Google Summer of Code?  Outreachy?  Something else?

For Google Summer of Code, please read the GSoC 2018 wiki page:

It contains a list of project ideas that you can choose to apply for.
Please contact the mentor for the project idea you are interested in.

You do not need to send a proposal to qemu-devel@nongnu.org.  How to
apply is covered on the wiki page above.
