Do not try to use -net user as a default when slirp disabled (Jeremy Fitzhardinge)

When CONFIG_SLIRP is not defined, we should not try to use
-net user as a default.

Patch from Jeremy Fitzhardinge <jeremy@goop.org> (who is a Citrix
staff member).
