We already store the compressed image in ~/.cache/qemu-vm/download,
what about having:

IMAGES_DIR ?= $$HOME/.cache/qemu-vm/images
IMAGE_FILES := $(patsubst %, $(IMAGES_DIR)/%.img, $(IMAGES))

Anyway I can send that on top of your patch, so meanwhile:
