I don't think so :p

First, I dislike Flash. It's my personal option, but I don't think a
very good format for videos...
Second, it can be made with a GPL external tool that I found in 2
seconds using google
(http://www.unixuser.org/~euske/vnc2swf/pyvnc2swf.html), so no need to
bloat QEmu.
