[PATCH 09/34] rcu: Remove unused rcu_tasks_trace_lazy_ms and trc_stall_chk_rdr struct

The rcupdate.rcu_tasks_trace_lazy_ms and trc_stall_chk_rdr structure
are no longer used, so this commit removes them.
