For !CONFIG_PREEMPT_RT and in rcuc kthreads, it's also safe,
but the following check will passed :
(!(IS_ENABLED(CONFIG_PREEMPT_COUNT) && preemptible()) &&
rdp == this_cpu_ptr(&rcu_data))
