Update call sites in the fs subsystem to import `ARef` and
`AlwaysRefCounted` from `sync::aref` instead of `types`.

This aligns with the ongoing effort to move `ARef` and
`AlwaysRefCounted` to sync.

Gradually the re-export from types.rs will be eliminated in the
