[PATCH 3/6] gpu: nova-core: only boot FRTS if it actually exists

On some Nvidia GPUs (i.e. GA100), the FRTS region is not allocated
because there is no display hardware.  If the region does not exist,
then FWSEC-FRTS should not be run.
