What's the Rust upstream opinion on `&UnsafePinned` vs `&UnsafeCell`?
Does `&UnsafePinned` provide the same noalias behavior as `&UnsafeCell`?

I'm wondering whether we should just do:

        value: UnsafePinned<MaybeUninit<T>>,
        _not_sync: PhantomData<UnsafeCell<()>>,
    }

, instead.
