[PATCH v2 1/5] rust: macros: allow conversion from `&T` to `TokenStream`

Implement the `ToTokens` trait for `&T` where `T` implements `ToTokens`.
This allows users to use the `quote!()` macro with references directly,
avoiding the need to clone values.
