Subject: i40iw: Update hw_iwarp_state

From: Mustafa Ismail <mustafa.ismail@intel.com>

commit 866e0f4d73390ee6f5cd68aa92cf74eef3a2b0f2 upstream.

Update iwqp->hw_iwarp_state to reflect the new state of the CQP
modify QP operation. This avoids reissuing a CQP operation to
modify a QP to a state that it is already in.

Fixes: 4e9042e647ff ("i40iw: add hw and utils files")
