Subject: IB/mlx5: Assign SRQ type earlier

From: Maor Gottlieb <maorg@mellanox.com>

commit c73b7911de97fad3ab9032a110af48d6ab2da48f upstream.

Move the SRQ type assignment to be before actually using it
in create_srq_user() and in create_srq_kernel() functions.
