Subject: [PATCH] mm: drop unused pmdp_huge_get_and_clear_notify()

Dave noticed that after fixing MADV_DONTNEED vs numa balancing race the
last pmdp_huge_get_and_clear_notify() user is gone.

Let's drop the helper.
